Only the high ranking officers support Maduro, the other ones suffer as much as the people, just a little less. They are not oblivious to what is happening though. You have to understand that there is no longer a Venezuelan government, there are several groups of interest fighting each other for pieces of this failed state using Maduro as a puppet. If he calls in the military he will probably have to deal with mutinies, coups and god knows what. The national guard is the only institution that is 100% controlled by him, that's why he employs it and not the army.
