If the argument is that racism required structural and systemic power and privilege, that means the majority would be the ones to enforce and uphold such systemic power and privilege. Out of 7 billion+ humans alive, only about 900 million are whites. That's less than 10%. If anything we've always been oppressed by the majority of the other races of the world, and our global conquests have been in fair retribution for this.

I would say that this is the soft bigotry of low expectations. I would say that people who believe this implicitly infantilize black people by implying they have been incapable of assembling their own "structural or systemic power and privilege". In other words, if you believe they are incapable of being racist by this definition, you believe that they are incapable of power.

Well, if the premises is that racism requires this said structure, then if we find black people who are part of the structure, we can with certainty say that yes black people can be racist.

Simply imply that the social problems, low scores, poverty are all a result of the low average IQ, not some shadowy conspiracy. Start pointing out the IQ averages of countries, and races and compare them with the civilizations and achievements in those places.
Initially they will react negatively to the data but eventually they will accept it for a very simple reason: It's true and its consistent. THe understanding that the relation between race, IQ and civilizations makes sense of an otherwise chaotic world.
Ask why it is okay for blacks to be prejudiced. Then why it's impossible for white people to be prejudiced without being racist.
