The most important one is demanding they be self-sufficient. European immigrants tend to be older and have fewer kids, but are self-sufficient. Non-Europeans- even the ones who come here to work- are not self-sufficient because they tend to be younger and are brought in on visas to do work for less than Americans.
This is also noting that this bill is talking about permanent residency, not actual immigrants. Trump has the power to shut down immigration entirely if he wants to, and Trump has the power to make immigration 100% white by simply rejecting visa requests from non-whites. The goal is to slow foreigners gaining permanent residency and thus prevent more foreign non-white non-English speaking leeches from gaining residency and becoming difficult to deport.
