Even it's independence movement was founded on corruption and manipulation of the masses by the elite ruling white families. This cycle has continued to this day. There is no true free market in Mexico. It is all controlled and regulated by a handful of wealthy oligarchs and their friends in government. It's been this way since 1920s when they nationalized the oil. The one thing Mexico has going for them is that the rest of Latin America is far less stable than they are at the moment and they have literally the best neighbor in the world. If by some miracle Brazil, Argentina, Chile, Colombia or Venezuela would get their shit together and fix their shitty countries. Mexico would be fucked. Which is partly what happened to their economies during the 80s. They thrive when the rest of Latin America is in shambles and crumble when faced with a strong South America.
