It's important to understand the powers of a grand jury. Yes it means that indictments are coming (if you haven't figured it out by now, indictments against Hillary and the DNC), but more importantly a grand jury has the power of subpoena. If the FBI asks to speak to someone, that person can plead the fifth to prevent themselves from giving a self-incriminating testimony. You can't plead the fifth if you're subpoenaed by a grand jury. That's why Mueller assembled one.
