He will do it right before recess, so Congress has to forego their vacations and finally pass the exact bill Trump wants, which is a clean repeal with no replacement, but opens up the insurance markets across state lines.

The only evidence you have to back up your claim is Trump screaming "Obama bugged me" which does not apply to the white house, but Trump Tower in the first place. What's more, there is no credible evidence of this claim, either.
In my personal opinion, I think the white house has probably been bugged ever since the Watergate scandal, but that view is about as credible as Trump's unsubstantiated claims.
