Whidbey island is a Naval Air Station where a P-8 squadron is located. It's probably training flights.

There's lots of subs out of seattle, saw a lot of escorts while I was stationed there.

There are probably hundreds of military planes flying around places all the time and you'll never know because if they are doing serious shit you won't see them on any public tracker.
