Subpoenas are for people who you want to testify for a case who you know have incentives not to unless they're forced with repercussions. But FBI/Mueller ARE NOT LOOKING FOR COLLUSION. They are looking for COORDINATION. In Coordination there doesn't even have to be direct communication between the two parties.
