If you have to pay for your own college then the only people who will go are the people who feel it's worth it. When you pay the way for everyone else, they'll end up just going because it's free. UBI is not a technological inevitability and would be completely meaningless as anything but a mechanism of control in a post scarcity society. College too doesnt make sense.
What does make sense is personal industry being so total in its ability to provide that there's nothing anyone could want that they couldnt easily make themselves. There would be no need for money because you wouldn't be able to sell anything. And if there were things left that werent abundant than the whole monetary system will automatically scale down to an appropriate size to accommodate those things.
