The same populations are not getting dumber. They're actually getting smarter. There are just certain places that bring down national averages.
The exception are failed areas like Chicago or Baltimore, or Minneapolis, St. Paul, and Bloomington which have very low averages. I'm honestly not sure why IQ isn't increased in these areas. It's a mystery. Maybe because of poor economic conditions.
Basically we need to tax more and fund these areas that struggling with IQ so they can be on par with the rest of the nation.

Average intelligence plummeted in reaction to our reliance on technology. It's really a simple fucking concept and it's not exclusive to women. Even thirty years ago people were more intelligent but still stupider than the average person 50 years before them. Anyone can use any metric of "intelligence" but it really boils down to your ability to survive without technology. Most kids today know how to press a button or post on reddit but wouldn't know how to change a tire on a car if their life depended on it. If your plumbing suddenly went out and there were no soda machines or grocery stores nearby, how would you get water? Food? You could say we're more intelligent because we have ipads and shit like that but the reality is 99.9999% of the population doesn't even know how those machines function they just know "press this button and you get x as a reward."
