I live in the Canadian north, the land is all owned by the crown and not for sale except for very small plots owned by fishing camps and such. Such hidden communities exist but don't last very long. Either they're discovered or a disgruntled member blows the whistle eventually. The closest you can get to something mostly outside of an existing country's rule are primitive communities deep in the jungle.
