Anybody could become a citizen if they met the right criteria. Also, the conditions of slaves in Rome progressively got better and the whole concept was viewed differently anyways. "Serfs and peasants" in medieval Europe had much less freedom than Roman "slaves" despite the difference in terminology. Besides, slaves in Rome could easily work their way out of slavery.
