The State of Georgia isn't going to give in on Stone Mountain. Any politician outside of Atlanta who supported doing so would never hold public office ever again. As far as vandalism goes, the shape of the mountain and the location of the carving makes that very difficult. The top is curved so free climbing would be nearly impossible. A vandal might be able to use the moorings for the skylift to tie off a line to repel down but they'd probably be caught before they could do anything. Stone Mountain Park has its own police force which do patrols 24/7. IIRC drones are not allowed on the grounds and are unlikely to be able to cause any real damage.
