Your wall is probably like this. If you bolt it in position 1 or 2 it'll eventually rip the plaster and fall down.
You'd have to do like in the second image, put a backing plate that is fixed onto both uprights and bolt the bar to the plate.

Push ups can be done anywhere. Pullups can be done on monkey bars at the local park. As a teen I did pullups on my pergola: they were large wooden cross beams, so I would get splinters but after a while my hands got all calloused.
