Denmark, Norway, Sweden and Finland combined have a population of like 25 millions and they're condensed into a small geographic circle so it's much much much easier to implement Government services that can benefit most citizens effectively.
Now of course it's good to look at the success of one country and try to achieve the same, but if you don't consider the context your utopia can quickly become a nightmare.
