I only know about soccer and musical events, but this happens to film ads with the artist/players, parts of a video-clip or to pretend there are fans. Basically they put everybody in front of the hotel to appear on the news, go to the stadium to film a commercial before the game or find a few good looking girls to stay in the front (not my case). Sometime they pay us to stay in line for tickets to pretend there is interest.
