Yeah I totally agree. It's going to take 18-30 people to set up a little patrol base where you can start to do things that aren't just pulling security and patrolling the immediate area for supplies. Even then a desperate group of 3-5 individuals could take enough of you out that you have to immediately turn into nomads again.

A seed bank can be smart, and it's lightweight.
