I thought rape and sexual assault in Sweden is dealt with in a way that inflates the actual number if rapes/assaults. Like if a woman was raped twice by the same partner and then sexually assaulted once by the same guy, he gets three counts of rape/sexual assault. Whereas in USA, the guy gets one charge and that's it.

What happens is that the package gets stepped on, cut, every time it goes from one guy down to the next until sale.
Same thing happens with police stats.
Officers are told what arrests we need to see more of and what crime we need to see less of and they make it happen, not with fine police work, but by stepping on the package.
The arresting officer changes it from rape to aggrivated assault, the sargent bumps it downto assault, the captain lumps it in with less severe violent crimes who passes it off to the mayor who decides to bring it down a few percentage points and then it gets released.
If the number is still too high, the news can refuse to cover it, and in a socialist state like sweden, having the media hushed by the governments request is routine.

Now, im no lawyer, but as far as i know, countries have different legal definitions of rape (retarded, i know). But sweden has one of the broadest definitions of rape.
For example if a women is being sexually harassed by her employer- that can be classified as rape.
