One of the most annoying things about Marxists is how their ideology seems to change depending on their feelings and emotions, it's extremely inconsistent because Marxism has some serious flaws.

All market regulations are ideologically socialism, the notion of a gubberment dictating things like alcohol tax and whether or not weed is legal comes directly from socialism.

Using fiat currency is also a socialist idea, same with corporate bail outs and the Fed controlling interest rates. Also companies can be shut down over night by changing regulations.

Free market capitalism doesn't allow this, so any failings in our current global system is 100% the fault of socialism. So what your friend actually wants is changes to our current flavour or socialism to favour his demographic.

Get him to define what policies must be in place before he will say that an official attempt at communism has occurred. You must get him to commit to a position. Otherwise he will forever say the thing you're attacking is not the real communism.
Then realize that all government policies, indeed all executive and administrative decisions, involve empirical predictions: 'If we do X, Y will follow: on the other hand if we want to achieve B we must do A.' Government policies are to be analyzed in the same way as a scientific hypothesis is to be analyzed. A policy is a hypothesis which must be tested against reality and corrected in the light of experience.
Who administers the policies? How are the policies enforced?
Don't let him get away with comparing the utopia in his head with the existing state of affairs in the world. His mental utopia will always win.
It doesn't matter how noble his aims are. If the policies he desires produce a negative outcome (due to unintended consequences) then his good intentions are irrelevant.

Well for starters, there's no such thing as a post-scarcity society. I mean just look at the Kardeshev Scale, it isn't built around stopping consumption once everybody has enough. Once supply is increased, intake increases as well until supply dwindles. When you have extra money for weed, you just smoke twice as much.
