Part of the idea of fascism is to have a politically active, armed, and proud population. It is a necessary result of fascist policy. The opposite of communism. This is also why the circumstances in which the fascist state is born are vital to ensure its long-term stability. It cannot form in peacetime, because then the public will be weak and at best modestly committed to the cause. It has to happen in a time where a volk naturally comes together to defend themselves. Such a population will not be vulnerable to immediate political corruption, at least on the largest scales and in comparison to other forms of government. There is no perfect way to watch the watchers, tou must simply try to make the people self-sustain the founding values of the society through the generations, and fascism is the best known way to achieve that.
