A big reason Russia has been poor for so long is because British and later US naval power were able to very effectively cut them off from trade at any given time. This is how sanctions were so easily enforced for so long. The German and Franch empires were smothered in the same way. However, the maritime countries are losing their edge and a de facto monopoly on blue-water naval power is no longer sufficient to control global trade. Russia and China are finally realizing they don't need to build navies to take on the US, they simply need to develop Central Asia and trade as much as possible over land.

There are lots of reasons.
1. Orthodox Christianity. Kievan Rus' and free cities like Novgorod were quite advanced until Vladimir chose to baptize Russia into Orthodox Christianity. Basically, he put his bet on Byzantine that was hot shit at the time. This paced huge fracture between Russia and Western Europe in politics and culture. Only Peter I 600 years later managed to close it a little. Also, Byzantine fell shorty after, leaving Russia in relative cultural isolation.
2. Tatar-Mongol invasion. Invaders burned a lot of cities, kept Russia fractured and put a huge tax strain on Russia for 300 years. For this period, while Western Europe began to develop in ever increasing pace, Russia was in stasis. Also, Tatar-Mongols influenced Russian politics and culture, shaping it in Asian image which is lot more collectivist than European.
3. Serfdom. Basically slavery that was abolished only in 1860s. 50 or more years after it was done in the West.
4. Slow and unsuccessful reforms in XIX century, constant wars, famines etc.
5. And finally XX century was a series of global events: Revolutions, Purges, Civil War, WWI, WWII, Cold War, fall of USSR.
This all shaped people minds, forcing them to seek short-term solutions and harming future.
Now add up logistical nightmare that is Russia, relatively harsh climate, and lots of different ethnicities and tribes that are not so pleased with their neighbors.
And it all comes to modern Russian, who is quite poor by Western standards.
