There are two estimations of the number of whites in the USA
1) people who specifically checked off the White box on the Census in 2010. 72.4% of people who took the Census did this, 8.7% of the population checked both "white" and "hispanic".
2) the "Other race" category plus the "Hispanic" category brought the USA up to over 78% white. These are the "mestizos" you're talking about. This is a secondary number of whiteness which is sometimes used because many organizations do not recognize "Other race" to be a thing and the legal convention since the Mexican-American War of 1848 has been to label every hispanic who is not explicitly black as white.
The 1980 Census changed this by adding the other race category, giving us an idea of how many hispanics are brown and how many are light skinned. Prior to the 1980 Census not only did we not know how many Americans considered themselves to be of "latin american ancestry" but we had no idea how many were actually passably white and how many were brown indian people pushed into the white category for the government's convenience.

It is not 53%. There were an estimated 2,128,000~ births to white women in 2016 of which 148,000 were mixed ethnic or mixed race. There were 1,980,000 non-Hispanic white children born out of a total of 3,941,000. This would be 50.24%~ white births, barely different from previous years. Only mass removal of illegals and an end to birth tourism will significantly shift things towards 60%~ white births. After which of course to further shift things immigration policy must change and white women will need to have more kids overall to reach 70%~, but this is doable by 2030 if Trump gets the bare minimum of what he's proposed done. If he goes further than 70%+ will be a possibility.
When accounting for the 100,000 children born to birth tourists who physically left the country after being born (or will leave anyway because of Trump) it would be 51.55%~ white births out of the total.

Because our country'a democratic system is based on electoral votes and not the popular vote, whites being isolated in one state would vastly limit their voting power. Having a large number of whites in each state makes us much more influential in politics.
