As you said, Gipuzkoa is probably the most basque province, but it´s more significant in the interior areas such as Hernani, Eibar and so. About 35% of the population speaks Euskera but it scales till 70-80% among young people since the goverment is pushing for it via afirmative action through those who speak it so..in the future will be kinda mandatory. As happens with French in Quebec (don´t know any closer example, sorry). Summarizing, people speak it but Spanish is still the most used language by far, specially in Alava, which is quite Castillian (Gipuzkoa/ Vizcaya/Alava)
