I'm guessing most of the right don't want to blindly follow the presidents orders when they are representatives of a state, and not the president himself. They know what's a bad idea and when common ground can be made for the interests of who they are representing, and won't just cut their own dicks off because he's a Republican.

Let's take this one for example. "Trump Sets 5-Year and Lifetime Lobbying Ban for Officials." Sounds good right? But when one reads said order one finds that it simply says "You can't do this" while providing no mechanism of enforcement.

Let us look at the travel ban. It got it's balls cut off going from "No people from these countries." to "No people from these countries who don't have some very distant relationship to the US in someway."
