The problem is that flooding is rare and land in river bottoms is cheap. Also the central portion of America is very flat and low-lying with huge areas susceptible to flooding. And because of the direction of rotation of the Atlantic gyre, America is directly in the path of any tropical storms/hurricanes that form.
