really basic marketing stuff oftentimes. Children's aisles in the U.S. tend to be split between boys toys and girls toys. Lego's were often focused in the boys aisle. Put it in a separate aisle and it sells less. Or alternatively they'd have a set of pink lego's based around feminine themed stuff in the girls aisles and a bunch of action themes in the boys section.

Lego sells more pop culture stuff that which inherently appeals to boys which in turn associates them as a boys toy which encourages them to keep doubling down on that market becausce the girl themed stuff just isn't selling as well. Plus the few girls who are interested are buying the boy & gender neutral stuff and the boys arn't interested in the girly stuff at all.

The giant box of random lego's isn't something that interests most young girls. Girls want something different out of lego's than what boys want. And so if you want girls to buy lego's than you have to make....not lego's basically. You have to make GIRL LEGO. If you make BOY LEGO or LEGO then girls simply arn't interested.
But of course lego is screwed. Appeal to boys and you're sexist. Be gender neutral and girls won't want it: so you're sexist. Make something that girls want and you're sexist. There is no win state.
