The person managing to ship water into that disaster area has a lot of costs to cover. Water is scarce and difficult to move through a fucking flood. Would you expect your 'cuntryman' to suffer all those costs on his own, or should the community help him alleviate the costs by paying an appropriate price for the water he so graciously fought to have delivered to them or their store?
