Unlikely. Everything over 108 can spill out. It's a big reservoir, so you can get somewhat of a standing wave/height difference across its length, but for it to top off you'd have to reach a height of 119 in while draining, which isn't reasonable.

Does anyone have any info on Lake Houston? I got word from a second hand account that the pumps are going flood the areas around the San Jac river (I live near the Sheldon area). Probably just bullshit since they've been pumps have been going since Monday and my water is receding.
