Papal infallibility is a very specific thing, and only applies when the Pope is speaking "ex cathedra", which is another very specific thing. As far as I know, papal infallibility has only been used once: to settle debate around the Assumption of Mary.
The Pope can be wrong and his word is up for debate in any other situation. The idea is basically just that, "ex cathedra" God wouldn't let him to be wrong.
