Fukushima was not actually damaged by the tsunami itself. The backup coolant pump house, for use when the main was out of action and out of connection to independant power sources, was not adequately protected from the tsunami and flooded. It wasn't destroyed or breached, nor was any of the main power generator, the backup pumps were just flooded.
Unless there's a dam or reservoir above the entire plant, nothing will happen.
