The main problem with multicultural states is that you can create as much national unity as you want, but the entire thing is easy to tip off balance by foreign powers. Te cultures don't even have to be that different, in the Soviet Union/Czechoslovakia/AsutroHungary every state had a completely different culture and language, however in Yugoslavia all states had pretty much the same language and more or less identical culture. All you had to do to push the country over the balance is fuel the separatist movements and leave them kill each other. If someone wanted to destroy Spain for example, all they would have to do is invest a lot of money intro growing Catalonia, Basque and Spain separatist, the nationalism will raise on it's own.
In order to have a strong country, the country can't have inner borders, all people in the Arab Republic were Arab, all people in Yugoslavia were south Slavs, all the Soviets were slavs but they had inner borders and divisions that made them vulnerable
China however has no inner borders or divisions, it's a multicultural state that emphasises national unity and one state
