LOL, my coworker is from Brazil (H1-B to green card) and he loved the Dallas area. He would go to a rifle range and shoot shit for lunch or out on a boat on a lake. No state income tax and property values are a lot more reasonable than in heavily liberal areas.

Not sure where your perception is from but there are some nice suburbs reasonably close to major cities (so you can go on a flight for vacation or business easily, or visit your embassy) but far enough outside that you need a car, and still really nice out.

And cars are a lot cheaper here than in Brazil, or so another Brazillian coworker (L-1 visa) tells me.

There's a difference between living in Dallas and living in the metropolitan area or just outside of it.. A lot of areas 45-60 minute drives (and 40-50 miles distance) are nice upscale suburbs that are extremely safe. I live a 45 minute drive south Manhattan (I'm ~50 miles north) and my town is whitebread as hell and super safe. But NY State towards the city is super liberal and shitty about certain laws, especially gun ownership (getting a carry permit is basically impossible unless you work a job that requires it e.g. transporting large amounts of cash or private security for someone rich).

E2 visa is for startups but is non-immigrant so you can't go for permanent residence or citizenship

EB-5 visa gives you a green card but you have to invest at least $500,000 ($1,000,000 in many areas) in a business that employs at least ten americans...

In the U.S., you should do a city-by-city check. Violence by state means nothing because the blacks in America are insulated by city boundaries. SAP developers are in demand in the US. Most of SAP's own development occurs in Walldorf or various overseas areas, but there is some development in Palo Alto. There is greater demand for functional/technical consultants (which you could switch to as a developer). Pretty easy to get into the US on H1-B (if you can make the lottery) or L-1 (if you qualify).

Cali is expensive but really is tech central. If its a repair shop type place, any suburb. If you want to abuse the system, look for a college town with a lot of SJW's and get a free ride.

If so, you're either going to need an H1-B visa (which is capped, about one out of every three correctly filled applications gets picked) or an L-1 visa (which is going to require you to work at a multinational consulting firm or firm like SAP).

If you could get permanent resident status through a family member, then freelance development might be more palatable. A company might be willing to retain you for a project if you have a good resume and references or know someone that moved to a customer needing developers. But however good you are, you'll need a visa, and that's hard/expensive for smaller companies to get.

By the way, as a functional consultant, I started at $64K USD and now at 27 I'm making $101K USD/yr. Developers can make similar amounts but it depends on your skill level and the firm.

If you're really good independently you could charge $50 or more an hour. Good developers can make $100+ an hour, hot skill areas (where nobody has the knowledge) could be $250/hr short term, but these are rare.

As a salaried position it depends on where you are and your experience area. A good developer at a consulting firm can easily make $80+. But your need for a visa might cap the wages a bit.

If you're really experienced in a niche area, then you might be able to get hired by SAP, particularly if you have mobile expertise generally or specifically SAP Fiori/UI5. If you're good, you can apply for the 2018 H1-B lottery. You wouldn't have to be hired by SAP first to necessarily apply for H1-B (that being said, going on H1-B once you work for a company is easier). But applying for H1-B isn't something you can do on your own. A prospective US based employer (like SAP America, Inc.) would have to be willing to do it.

L-1 you have to transfer as someone with a management title (e.g. development team lead) working for a minimum period of time for the overseas branch of a company. It's not subject to caps like H1-B.

Honestly, speaking German, you could probably transfer to work to SAP. You might have to move to the Walldorf area for a while (because they have a billion buildings there) but it would be a good route to get over to the US... a lot of my coworkers in the US are here on L-1 or H1-B visa. Once you have that the employer can sponsor you for a green card, once you have the green card you can move wherever you want and eventually go for citizenship (if you so desire, but my understanding is Germany generally doesn't permit dual citizenship).
