That's the purpose of regulating it via sport, it allows the gov to require insurance and liability so we're not bogged down with lawsuits of who's to blame when someone dies in the ring.

There's a risk of brain injury in pretty much any activity. Recreational fighting is no different from Football or Hockey or Wrestling.

These are some fighting laws in Arizona. It makes sense because it helps determine differences between being assaulted by someone and what constitutes as an organized and approved fighting event. It also goes in line with states making mandatory seat belt and helmet laws for citizen's safety.
If you think it's wrong to require consensual fights to be approved first, then how happy would you be paying taxes and increased medical healthcare costs so a bunch of dumb fucks could get their faces stitched up after beating the shit out of each other every weekend?
