I think the recent history of electricity markets could provide a good path forward. Deregulate the production and sale of the commodity itself. Leave a heavily regulated utility that is a slave to a given PSC-like body (the more local, the better) to handle infrastructure maintenance and distribution of the water.

Cutting free water as a commodity would certainly enforce better stewardship. Look at what agricultural water subsidies do to encourage the growth of something water intensive like alfalfa in drought-ridden California. This would be drastically reduced if markets set water pricing.

The biggest problem is guaranteeing availability for those in poverty. You probably cannot avoid a price ceiling or some sort of subsidy or other BS on the residential side of the market.

I don't know what the implications of that would be, but I feel trading current industrial and agricultural inefficiencies for more residential inefficiencies is a good local optimum for now.

Well obvs when you pay for city water, you're paying for the infrastructure and costs to provide so fair enough. When you pay for bottled water, you're paying for the business costs, fair enough. When you live in a climate that has little water, you have to pay for its transport etc.. fair enough. Rain capture limits must be imposed for the sake of agriculture and hoarding nutjobs, fair enough. Otherwise lakes and water sources should not be privatized (unless surrounded by private homeowners in agreement), waterways and their integrity have to be protected by law against pollution. This balance of interests and needs works, people can swim and drink freely or pay parks fees, live outdoor lifestyles etc., farmers are protected and have adequate water processes. Corporations still have the ability to make money with the added plus of a healthy population able to work and buy things. Go too corporate and we're looking at a mad max style future hellhole. Rain water is legal to collect in all US states. Some states have stipulations on how much (Colorado) or safeguards to make sure you are not cross connecting potable and non potable water.

Colorado limits to non dependent people (aka city folk) 2 barrels. If you want to collect a lifetime supply then you should look into water treatment systems than just funnel+barrel and call it good because that is how you grow some nasty ass bacteria. This is where government laws actually prevent some dumb ass spreading disease to innocent people.
