Well I'm currently living in SPb and I've also lived(2-10 years) in Italy, UK, Israel, Russian countryside. Sure the neighborhood plays a big role but overall you can see a bigger picture.
As about US I haven't been there so I can't judge but from what I've read it's not exactly a safe place and especially not with all the current happenings.
You can have a great life in Russia no one's stopping you, get a good degree (state sponsored also) and find a nice job.
