Northwest isn't as white as it used to be. Here's current statistics:
Washington 71% white
Oregon 78% white
Idaho 83% white
Montana 87% white - although you aren't taking all of Montana and it would have the lowest pop. of the 4
Plus politically I don't think it works because Western Washington and Oregon whites are quite liberal and would outnumber conservatives from Eastern Washington/Oregon, Idaho, and Montana.
Honestly, the Midwestern states are a lot whiter than that, you take those and perhaps Maine as an exclave and then you could have a much more favorable situation. You get a shitload of Trump red states and a Maine that is moving more towards the right.

Yes i am white blue eyed 100 percent. And i have attempted to immigrate in the past, even went to an immigration lawyer to find out what i can do. I am a tradesman and work for myself so i cant get a company to sponsor me. The only relatives i have are very distant and i cant ask them to sponsor me becase i hardly know them. I can start a business there and gain residency, but there is NO path to citizenship on that route, as soon as i retire i will have to go back. I dont know if you guys know this but you cant just go there if you want to. I bet its 10000000 times easier for some chink or mexican to get in but there seems to be hurdles in place to stop the brain drain we have here. I will easily be able to make a life and living for myself, and can even bring about 200k in liquid money with me, i just need a sponsor.
