But that is expensive and works best with higher population density (easier to patrol on foot) than exists in many American ghettos. Mandatory minimum sentences for illegal weapons possession are very important if you want to keep ghetto populations from killing themselves.

Chicago is a world class city. Its problems aren't murder rate but I guess they make for nice headlines. You would never know there is any crime at all if you visited the city.
Chicago is also the most segregated city you will ever see. From a wtf to do with blacks standpoint, it's a shining example. Put them all in a small area and keep them there. Sure that area will be worse than hell on earth, but you weren't going there anyways.
