You don't understand how storm surge works. Actual landfall in Tampa is not particularly likely. The eastern side of the storm is where the storm surge congregates and if a major hurricane skirts by the Tampa-St. Petersburg area it's going through the bay and washing out easily 1/3rd of the city.
