Most of these kids have parents who do NOT speak English, and the schools have to provide ESL learning materials and hire bilingual instructors. You're also assuming most of these are "kids." A lot of these that will be sent back are of legal age. They have been here THAT LONG, and nobody, their parents nor them, bothered to file any paperwork at all.
I grew up in a predominantly Hispanic school and yes a lot of these kids I went to school under this program spoke English as a primary language or as their only language.
