It really depends who they are teaching for this to be true. If its upper class Europeans then its most likely true. I had a girlfriend who was a natural speaker of French and Spanish and was 70%ish fluent in English. But I could tell she had a strong understanding how languages worked and would probably pass me up in writing skills in a short amount of time if she was dedicated.

I'm an English teacher in Spain (I'm Irish). No shit you understand a second language better, because you actually study it. When you're a kid in Ireland, you don't go to English class and study the correct usage of the pluperfect tense, or a list of frequency adverbs. You already know it from daily speech.

Let me tell you, Irish and British kids who have studied Spanish for 1 year have a better understanding of the rules of the language than Spaniards do. I'd imagine the same is true for most countries.

Having children struggle to follow the lesson because it's not in a language they clearly understand is OBVIOUSLY terrible and JKR is a fucking retard for thinking otherwise.
