I was thinking more along the lines of preventing interception or spying by not giving out the exact time.

Of course rocket launches always have launch windows, usually spanning 1-3 hours, but normally there is a targeted time within that window that is announced.

Most likely they won't broadcast the payload deployment either, because of the classified mission.
