It can be pretty fucking filthy, not because it was like that when it fell but because all of the flooding displaced things into the water that're now free to spread around all over the place. It can be filtered and boiled, at least in most places, but that just makes the problem hauling in and distributing a whole fuckload of fuel (to centralized locations, since the average person doesn't have the equipment and gas lines are just as fucked as water mains) rather than bringing it in directly.

This signals to other enterprising people that the value of water in the market is high right now. This means more people will bring in water to sell so they can get a slice of that pie. More competition means the total supply of water, which was previously scarce, is now large. Prices are driven down by competition and it normalizes. The shortage ends.
