You don't manufacture a culture from nothing, even if you were to 100% artificially construct a culture you are doing it underneath the guise of your own culture, and your beliefs, attitudes, and in your example even things as basic as language will be reflected in that arbitrarily separate "culture".

For example, most of latin america speaks western languages, worships western deities, builds western-style buildings, wears western-style clothing, etc. Their culture is dominantly western. Corporate culture which has birthed entirely in western culture with little outside influence is almost 100% western. Take an anthroplogy course.
