If states were in total rebellion it would be a shit show because those "armed men" that the other user was talking about are most likely the National Guard. National Guard are run by both the states and the feds, so if the feds wanted to send in the national guard to impose their will on the state that the National Guard is run by and composed of citizens of that state then it would result in serious mutiny.
