Something's fucked here. Either there was a mistake in the article or you misinterpreted it.
8 million year over a year is not much money at all. Normally, you'd be making millions of yen per month in a full time job. If you were to get into the whole teaching English in Japan as a native speaker thing, you'd be earning 2 to 3 million yen per month to start off.
So, either the article should have said per month, or it's accurate and the people earning that amount of money are the bottom 7% of earners rather than the top 7%.
