But Muslims had been attacking people for being non-muslim there first, Myanmar just responds to them in kind. What are they expected to do? Sit back and be brutalized by Muslims?

It is a primarily Tibetan custom called a "sky burial", they do it to their own families etc. Their culture doesn't avoid the realities of death and embraces a harmonious cycle of giving the corpse back to nature which has its roots in Indian charnel grounds.
The chopping of the body allows for animals, typically large birds, to very quickly devour all the meat.
