It's not a rational thing. Most of them know there wasn't anything more the medical professional could have done and that they tried their very best. But they will still be mad. You can't just shop Mumei into everything.

Based on my observations, the seconds thing is related to the gas pressure in her guns. I guess she can release the gas in a shorter time interval and it delivers higher pressure than a longer interval, so she tries to estimate the approximate time the battle will last in order to make the shots as strong as possible while also not running out of gas. Then she has a small emergency tank or something, in case she takes a few seconds longer.

She's pretty retarded though, because if she had the right valve (which probably doesn't exist in that universe, but it isn't really hard to invent) she could release gas selectively instead of doing it continuously.
