Clinton was president from Jan 1993 - Jan 2001. The plans for the hijacking took place under his watch. The hijackers got their flight training under his watch and bought their airline tickets then too. Clinton's FBI tracked the hijackers for years and suddenly "lost track" of them two years before 9/11 ... and they were in the US those two years.
