I can't think of many better ones, or good ones period. Hisoka, Pitou, Yusuke, Kuwabara, Toguro are all good. Rest of the main characters in both series and a handful of side characters are decent. Everything else ranges from harmless and boring to dreadful.

2nd form and 3rd form cell look fairly similar
Cell just gets a normal face, his tail retracts, and he gets his wings back, and there's color changes.
form 1 to 2 was the most drastic, since everything about the head changed, and he started to get that black armor look in various spaces, and he lost his toes and gained some fingers.
