I don't think you quite get it. I said overall power not powerlevel the measurement the scouters took was based on how much ki was coming OUT of the person. That's why whenever they did attacks it jumped up. That's also why Kaioken was dangerous. It allowed Goku's natural power to flow out faster. That's what enhanced his performance. Super Saiyan altered the body so that it could maintain a much higher ki level. That's why the first jump was 50 (Toriyama said in an interview, the multiplier fell much lower over time. This makes it pretty clear that the new transformations allowed their base forms to advance quickly) God Ki is keeping all of the power inside. That means higher power without rampant ki spewing out. That's why it's "calm" what Kaioken did was ramp up the ki he releases. But the God Ki isn't RELEASED ki, it's internalized. So he was only multiplying a small amount of his overall power.
Normal Super Saiyan is, well, normal super saiyan. Super Saiyan Blue uses the God Ki to contain more of the ki. Regular super saiyan pretty much ruins the effect of the god ki, since it forces the ki out.
